The NZ Cargo Owners Council (NZCOC) supports the need to update the legislation as we regard the current legislation as no longer fit for purpose. We support proportionate measures that improve maritime safety, security, and system resilience. Any reforms should balance these objectives against cost, efficiency, and supply-chain reliability, recognising that cargo owners ultimately bear most port and shipping costs.
